Description
The Service Provider will conduct Restorative Engagement Conference Processes on behalf of the OCO in accordance with the Restorative Engagement Program Framework. Successful Potential Suppliers are required to undertake an induction workshop and will also be provided with a detailed handbook on how to implement the Conference Process and information on administrative matters related to the Conference Process.
The Services to be provided by the Supplier’s Specified Personnel include:
- preparation of all participants prior to Conferences
- monitoring of ongoing suitability of survivors, support persons, and Defence Representatives to participate in the Conference Process,
- safe delivery of facilitated conferences between survivors, including a support person where nominated, and senior Defence Representatives,
- where necessary, facilitation of an Indirect Conference Process,
- reporting to the OCO following and throughout the Conference Process,
- participation in debriefing activities as required,
- post-conference follow-up tasks as requested,
- participation in mandatory training activities as required; and,
- input to and/or participation in any evaluation and Program Integrity activities.
As part of the Conference Process, Facilitators will conduct pre-conference preparation meetings/assessments with all participants prior to a conference. Facilitators will also be required to undertake post-conference follow up and provide specified reporting within a set timeframe.
The Facilitator (as Specified Personnel of the Service Provider) will be providing the Services on behalf of the OCO throughout the Conference Process.
The Service Provider will ensure that the involvement of participants in the Conference is in accordance with the Facilitator Code of Conduct, the Restorative Engagement Program Framework and the Facilitator Handbook [to be provided to successful Potential Suppliers] and otherwise in accordance with direction by the OCO.
Facilitators may be required to travel to conduct pre-conference meetings and conferences. With regards to COVID-19 requirements, the OCO will work with all participants to ensure safe travel for all, respecting the Program’s principle of safe and voluntary participation. Facilitators will be required to follow specified administrative requirements for invoicing, travel, accommodation and associated out of pocket expenses. The OCO will provide support in this regard.
The OCO requires the successful Potential Supplier(s) and its personnel to adhere to the
Restorative Engagement Program Framework (as may be updated from time to time and notified to the Service Provider).
