Description
Headquarters Training Command-Army invites responses to a Request for Standing Offer Panel (RFSOP) for Vocational Education and Training (VET), for the assistance and support of the analsyis, design, development and evaluation phases of the Defence Training Model (DTM). SOPVET will also include specialist training research and consultancies, management and ITC consultancies, course administration and contracting out, and training support recruitment agency services. At this time, conducting and presentation of training are excluded.
Description of Requirement
There is a continuing and potentially growing requirement for contracted support for Defence Training Command-Army (TC-A). The primary objective of SOPVET is to deal with peak workloads and special initiatives related to VET projects.
Key to achieving this objective is the rapid, efficient and cost effective acquisition of services, which TC-A requires to analyse, design, develop, evaluate and continue to improve education and training of Defence personnel.
SOPVET will provide a panel of service providers who have been qualified for specific VET service categories with agreed conditions of contract, administrative arrangements, and maximum service rates and miscellaneous charges. This will considerably reduce the required duration, resources and costs involved in the procurement administration of VET services.
Period of Standing Offer Panel
SOPVET is for an initial period of six (6) years with two (2) optional extensions of two (2) years each. SOPVET is planned to be available for use for Defence contracting activities from February 2007.
Industry Briefing
Industry Briefings will be held in Melbourne on Friday 22 September 2006 and another in Sydney on Monday 25 September 2006. All interested service providers are encouraged to attend. The RFSOPVET documentation contains all required information, including SOPVET Service Requirements, Conditions of Contract and attachments, SOP and Contracting Arrangements, and proposal process, which is to be followed.
