Standing Offer Panel For Defence First Principles Review Implementation Support

The First Principles Review seeks to ensure that the Department of Defence (Defence) is fit for purpose and is able to deliver against its outputs with the minimum resources necessary. The First Principles Review has been completed and has been agreed by Government. Defence is planning for the implementation phase of the review, and is expecting to require contracted support in a number of areas to support implementation of the review recommendations. The objective of this RFT is to establish a Standing Offer Panel of contractors with specific skills that can be utilised by Defence on an as required basis to support the implementation phase of the First Principles Review. For clarity, Defence is seeking support from organisations with proven capabilities and with highly experienced personnel to implement the outcomes of the First Principles Review. The government accepted recommendations will be a given in this context, and the tasking arising from this standing offer panel, will be support to implementing these accepted recommendations. The work may be characterised as supporting the senior Defence executive in delivering the 'how' of implementing change, not the 'what'. The support will necessarily require providers to work in partnership with the senior Defence executive, and to provide significant well-considered strategies, methodologies and processes to ensure implementation that is coherent and achieved within acceptable timeframes.
