The overall objective of this project is to develop precinct plans to set out the most appropriate long term land use, ownership and ongoing management for land that has been bought back under the Resilient Homes Program within each of the four precincts and then prepare a Planning Proposal to appropriately rezone the land. Concurrently, an ownership and management strategy will need to be developed to inform decisions and future ownership of the land. The Planning Proposal will be reliant on inputs from the master planning and urban design exercise and will draw on the community and stakeholder engagement undertaken through the process, with a focus on implementation. The future use of land will respond to complex flood risk, and a range of technical inputs covering land contamination, a land use needs analysis, changing infrastructure needs, economic, social, environmental and cultural analysis to inform decisions to create a more sustainable and resilient Lismore. The outcomes will result in substantial changes to Lismore, with significant areas of previously residential land being converted to other land uses and zones. The Lismore community is still recovering from the 2022 floods, and this project is an opportunity to develop a positive vision for the future through meaningful collaboration with the community and other stakeholders.
