Standing Offer Arrangement for Landscape Architect Services

The Department of Environment and Science‘s (DES) Queensland Parks and Wildlife (Principal) division has an ongoing need to engage landscape architectural Suppliers for the design and documentation of outdoor spaces within the Principal’s Managed Estates (Estates) being;
• National Parks, Conservation Parks and Reserves declared under the Nature Conservation Act 1992,
• Marine Parks declared under the Marine Parks Act,
• State Forests and Timber Reserves, declared under Forestry Act,
• Great Barrier Reef Marine Park in partnership with the Commonwealth,
• freehold land and other State land declared under the Land Act.
The Principal manages land across some of Queensland’s most unique and outstanding natural landscapes. It is critical that Suppliers undertaking work within the Estate are well briefed on the Principal’s design philosophy, which provides the framework for the Principal’s Design Manual. As such, the appointment of SOA for Landscape Architects ensures that those on the arrangement have been vetted for their experience in working in an array of natural landscape types and have a strong comprehension of the responsibility that all parties have of ensuring appropriate design outcomes on Estates.
The services commonly undertaken by landscape architectural Suppliers includes, but is not limited to:
• Site Analysis
• Master Planning
• Concept Design
• Detailed Design
• Construction Documentation
• Contract Administration
• Visual Impact Assessment
• Landscape Character Assessment
SOA’s for these services will be formalised with a number of Suppliers. Supplier numbers will be restricted and established for an initial period of three (3) years with annual reviews to monitor performance, suitability and probity. Options to extend the arrangement will be three (3) x one (1) year periods. Annual reviews will be a two way process, whereby Suppliers may advise the Principal of any changes to their situation and provide renewed insurance details.
