Phillip Island Nature Parks (Nature Parks) has completed design up to construction drawings for the next stage (Stage 3) of the main works component of the Penguin Parade Boardwalks and Viewing Stands Redevelopment Project. This includes a New Fast and Slow Return Boardwalk, New Amenities, New Return Path Boardwalk, and Remediation and Refresh works to ‘Penguins Plus’ and ‘Guided Ranger Tour' boardwalks and viewing platforms.
Nature Parks are inviting tenderers from experienced and capable contractors to review the tender documents and submit a tender for construction services to complete elements outlined in the brief.
This project site is within a highly sensitive conservation area and is part of critical Little Penguin and Short-tailed Shearwater habitat. It is expected that an Environmental Management Plan will be developed and submitted by the principal contractor, to mitigate or minimise effects and impacts on wildlife, environment, and Aboriginal cultural heritage. It is also expected to maintain business continuity through construction and undertake construction works outside seabird nesting and migration periods.
Additionally, to increase Nature Parks operational flexibility of the Penguin Parade, Nature Parks requests two construction programs: one for completion of all Separable Portions in 2026, and another for completion of Separable Portion 1 in 2026, and Separable Portions 2 – 6 in 2027.
Tender includes a mandatory in-person tender briefing session at the Penguin Parade on 3 September 2025.
