Description

Advice:
The Data Analytics Multi Use List 14.157 (DA-MUL) is transitioning to a new arrangement from 1 July 2017 – the Digital Transformation Agency’s Digital Marketplace.

Background:
The Department of Finance have advised that the Commonwealth Procurement Rules (CPRs) are being updated to remove pre-qualified tender as a procurement method. Multi Use Lists (MULs) fall under the definition of a pre-qualified tender.

These changes mean that from 1 July 2017 existing MULs, including DA-MUL, can no longer be used to source goods and services.
On this basis, the ATO has made the decision to utilise the Digital Marketplace for the majority of its data analytic needs going forward.

Action:
The ATO will terminate all DA-MUL Deeds effective from 1 July 2017 and utilise the Digital Marketplace to procure future data analytic goods and services; however, any active work orders under the Deed will not be impacted by this change.

As an interim measure, the ATO will not be accepting new applications for DA-MUL from 1 May, 2017. Instead, all prospective applicants are encouraged to register for the Digital Marketplace in anticipation of the transition from 1 July, 2017.

All current participants are encouraged to register for the Digital Marketplace. Further details on how to register are included below.
