The RA seeks consultants with process evaluation expertise to: Review the Program Logic for the HNV DAP and broader DAP program.Develop an Evaluation Plan, including methodology, design, data needs, and stakeholder engagement.Analyse the DAP development process, governance, community consultation, and technical assessments.Identify process challenges and mitigation strategies.Review subject matter input management.Highlight key insights, lessons learned, and opportunities for improvement.Scale insights to a multi-hazard framework.
