Description
The Consultant is required to develop (or extend or modify if relevant), calibrate and run a strategic transport demand model sufficient for an IA Stage 2 business case submission. The complexity is to be aligned with the high-level nature of this phase of the project. The Consultant is to propose the methodology, which could include a bespoke transport demand model or extension of an existing model.
The model is required to model the impacts of potential improvements to transport services and infrastructure on travel demand. This includes projections of patronage for any new rail services or improvement to existing services, as well as aspects such as the travel and demographic profile of passengers, travel time savings for passengers as well as outputs at an appropriately disaggregated level to inform a cost-benefit analysis
