Description

  1. The Public Transport Authority (PTA) carries out routine building maintenance to ensure the longevity of its assets.

    The Network and Infrastructure Division (N&I) allocates a significant portion of its operating budget to the building maintenance requirements of the network. These requirements encompass a variety of trades and tasks that are required on a regular basis and can range from small once-off activities such as repairing a door, to large projects such as office modifications.

    The scope of this Contract includes internal office upgrades to the Public Transport Centre and internal office refurbishments of other PTA owned buildings, e.g. Guildford Training School, Perth Station, etc.

    The PTA is seeking to establish a Panel Contract (Panel) for these services with a maximum of six contractors to be selected for the Panel. The initial contract period will be for three (3) years. The PTA will have an option to extend the contract for an additional period of two (2) years, to a maximum contract term of five (5) years.

    In addition to establishing a Panel through this Tender, the PTA is seeking to award Contracts for two immediate projects at the same time (Projects 1 and 2).

    1. Scope of Works
      1. Panel Arrangements

The scope of services to be provided under the Panel includes, but is not limited to, the following:

  • Demolition and removal of existing internal building fabric that may include:
    • walls and floors (both structural and non-structural);
    • ceilings;
    • finishes (floor and wall);
    • redundant building services, i.e. hydraulics, mechanical, electrical & IT communication, fire services, security system (undertaken through accredited PTA subcontractors);
  • Fit out design;
  • Minor structural modifications;
  • Demolition and removal of asbestos containing material (this may be completed by the Contractor or facilitated through accredited PTA contractors);
  • Project management, including the managing of subcontractors, if engaged;
  • Construction works including the installation of:
    • new walls and floors (structural and non-structural);
    • new ceilings;
    • new finishes (floor and wall);
    • new kitchenettes including potable hot & cold water supply;
  • New building services, including the following:
    • Hydraulics –piping, plumbing and drainage systems;
    • Mechanical – heating and cooling systems including refrigeration and ducting;
    • Electrical & IT communication – power upgrades, switching and communications cabling;
    • Fire services – sprinkler and alarm systems; and
    • Security system – access panels, cameras, etc (may be facilitated through accredited PTA contractors);
    • insulation for energy efficiency compliance;
  • Supply and fit out of fixed and loose furniture, e.g. workstations, chairs and meeting tables; and
  • Commissioning and testing – Entry into Service.

Contractors are required to supply suitably qualified staff to undertake the services.

      1. Project 1 – Perth Station Office Space Increase

The scope of the Perth Station Office Space Increase project is to alter and upgrade the attic to become additional office space and includes:

  • Provision of new stair access from the existing stair well at the west end of the building. These works include fire isolating the existing stair from the first floor to the ground floor;
  • Insulating and lining of existing walls, ceiling & roof, including upgrading fire resistance levels as required;
  • Making good to existing penetrations in the timber, new underlay and new floor finishes;
  • New office fit out including new kitchenette, printing area, separate office, new work stations and work station partitions;
  • New office lighting, emergency and exit lighting, general power, communications, smoke and fire detection and EWIS;
  • New split type ducted air-conditioning system including provision of tundish & drain for the new AC;
  • Hot & cold water and drainage to kitchenette; and
  • Provision of a new fire hydrant outlet and relocation of an existing outlet on the first floor.
      1. Project 2 – Network Control Centre (NCC) Upgrade

The primary objective of the NCC Upgrade Project is to undertake a refurbishment to the existing NCC to facilitate future network operations for all projects under the METRONET programme. This will encompass the installation of:

  • New ergonomic furniture and fittings including additional desks;
  • All required communications and data equipment (equipment and infrastructure will be reused where possible)’
  • New office lighting;
  • A new kitchen facility and office space; and
  • A revised architectural layout which factors the compliance and consideration of the latest human factors requirements.
