SCADA Outstation Upgrade

Unitywater is undertaking a whole of network (sewer and water) SCADA and Telemetry system upgrade with the intention of converting 11 separate control systems into one common SCADA platform (application and RTU). The broader SCADA and Telemetry Upgrade Project is split into two main phases for both procurement strategy and technical benefits: Phase 1, which is near completion, comprises design, development, and proving the new SCADA system; and Phase 2, which comprises various stages and is dedicated to delivery and deployment of the system (electrical, instrumentation, telemetry and controls) to outstations. The purpose of this contract is to progress electrical design, supply, installation and commissioning of outstation cutovers to the new platform. The new SCADA and Telemetry system has been fully designed (except for custom site code and site specific EIC design) and proven with a series of pilot outstation sites in Phase 1 by a third party contractor who is also progressing a parallel package of outstation cutovers in Phase 2.

This contract is divided into multiple separable portions relating to Phase 2 of the project:
A – Phase 2.3a: 84 sewer pump stations (generally in the Caboolture and Bribie Island region)
B – Phase 2.2b: an estimated 200 outstations (sewer and water)
C – Phase 2.3b: an estimated 115 outstations (sewer and water)

Tenderers are to provide a lump sum price for separable portion A, which will be awarded to one contractor for immediate commencement. Tenderers are also required to submit a schedule of rates which will apply to all separable portions (including B and C). Unitywater may, at its sole discretion, elect to proceed with B and/or C in part or full with one or more contractors. Please refer to the Technical Specification for more information.
