Independent Valuation Services Panel

All properties in Western Australia are valued for rating and taxing purposes in accordance with the Valuation of Land Act 1978 (VLA). Under the VLA, the Valuer-General is responsible for maintaining valuation rolls of rateable and taxable land throughout the State. On behalf of the Valuer-General, Valuation Services conduct general property valuations and complete interim valuations as required. These valuations are used by local governments, government agencies and emergency services as a basis to determine property rates, service charges and levies. Valuation Services needs to establish a Panel of appropriately skilled and experienced Valuers and experts to ensure adequate resources are available to satisfy demand. The principal objective of the Panel will be to provide timely and quality valuation advice to assist the Valuer General in the assessment of valuations initially up until June 2024. With subsequent extension options available. The Panel will consist of contractors that are able to provide one, some or all of the following valuation services: Category A – Rural Sales Analysis (Desktop);Category B – Rural Field Inspections & Sales Analysis;Category C – Rural Market Valuations;Category D – Pastoral Sales Analysis;Category E – Regional Program Inspection & Verification Reports;Category F – Specialised Valuations e.g. Englobo; andCategory G – Objections Analysis. Valuation Services may engage the services from this Panel on an ‘as required’ non-exclusive basis. ‘Independence’ is a key factor of the Panel composition and is to be determined at the point of an ‘Order’. It will require the Contractor to demonstrate the ability to appropriately manage any conflict of interest, whether actual, potential or perceived.
