Engage the services of a specialist aviation consultant to support, including advise, the joint agency Project team to determine the most efficient and effective operating model for the Emergency Air Services; develop functional and technical specifications for the Project; and run tender processes in respect of the Project, ultimately leading to the procurement, negotiation and settlement of contracts for the establishment, conduct and operationalisation of the Emergency Air Services.
