Description
Joint Logistics Command (JLC) intends to engage a Service Provider to deliver vehicle recovery services for Defence vehicles on public roads (excluding commercial vehicles which are purchased "off the shelf"). The Commonwealth seeks to have in place by Jul 13 a fully operational contract with a prime contractor for two (2) years.
The Commonwealth conducted an Industry Brief in Melbourne on 28 Mar 13. The industry briefing was conducted for the purpose of providing background information and outline requirements of the RFT. Attendance was not compulsory and slides of the presentation are available at Austender Reference RFT JLC12-001 A.
The Services
JLC intends to engage a Contractor to provide recovery services for disabled vehicles within its national Green Fleet (including their trailers and their loads) to Defence specified locations for repair. Recovery of Defence vehicles is the process of extricating a disabled vehicle and/or trailer from the place where it has become disabled or defective and relocating it to the place where Defence has specified that repairs will be effected.
Recovery services are required for non-tracked, military vehicles ("Green Fleet") and their loads in the following categories:
• armoured vehicles and those designed to carry offensive armament;
• non-fighting transport vehicles such as trucks;
• mobile items of engineer plant and earth moving equipment; and
• industrial equipment employed for materials handling.
Examples of these vehicles or their loads include:
• Land Rover 6x6 and 4x4;
• G-Wagon;
• Unimog;
• Mack, Hino, Isuzu, Scania and Mack R series Trucks;
• Containers (20’ and 40’);
• Protective Mobility Vehicles (4x4 armoured vehicle) such as Bushmasters; and
• Light Armoured Vehicles such as ASLAVs.
