Description
The purpose of the economic assessment is to use an acceptable framework such as a benefit-cost assessment to evaluate the economic and commercial viability of railway options connecting the West Coast – GSR and the West Coast - GSR - EGR and determine whether or not new railway infrastructure connecting the West Coast - GSR and GSR - EGR is viable. The work will need to identify possible externalities (benefits and dis-benefits) which may occur should the railway be constructed
