Description

The DMP has embarked on the Safety Reform Strategy (also known as Reform and Development at Resources Safety or RADARS). A key component of this strategy is the recognition that “... the risk management approach needs to become the norm in the resources industry.”
The strategy acknowledges that risk management has been used by industry for some time. However, it is recognised that a risk management approach needs to be reinforced, promoted, and extended in its application in the resources industry.
The safety reform strategy is depicted as a triangle consisting of three elements – Capacity, Competency, and Legislation, see
http://www.dmp.wa.gov.au/documents/Misc/RSD_RADARS_TriangleDiagram.pdf.
The strategy incorporates a “proactive, risk-management approach”.
The three major mining States of Western Australia, Queensland, and New South Wales have agreed that training for their mining inspectorate staff should largely be consistent.
It is proposed to establish a Tri-State Competency Advisory Committee (TCAC) to provide advice on competencies for practicing certificates and scheduled positions in the mining industry. Initial discussions by the regulators in the three States have led to an initial agreement that risk management training should be competency based and be targeted at Certificate IV to Diploma level.
The DMP is seeking a provider to deliver suitable risk management training courses. Such training courses provided by the successful Respondent will be attended in equal proportions by both DMP and industry representatives. This approach supports DMP’s safety reform objective by engaging with industry as well as improving networks between it and industry members.
The contract will initially apply for one (1) year. DMP will have three options to extend the term with each option having a one year duration. The contract will be subject to review by DMP at the end of each year to determine whether an extension is warranted.
