Description

The Australian Defence Organisation (ADO) is seeking to engage a professional service provider to co-ordinate the Defence Cooperation Scholarship Program (DCSP).The ADO values the development of strong and constructive contacts with regional Defence and security organisations.To aid in the development of these ties, and to help meet the demand from the region for increasing highly skilled Defence personnel, the ADO has instituted the DCSP at the postgraduate level.The DCSP aims to provide senior and middle-ranking officers and Defence civilians, with prospects for leadership in regional Defence organisations, the opportunity to further develop their skills to help meet their potential.The DCSP is offered to countries in the Asian, Pacific and Middle East regions.Approximately 70 scholarships are offered each year and are currently offered to Thailand, Philippines, Malaysia, Vietnam, Cambodia, Indonesia, Sri Lanka, Pakistan, Papua New Guinea, Timor-Leste and Tonga.The countries and number of tertiary students may vary throughout the term of the contract, but as the aim of the DCSP is to help build ties within our region. The focus of the program will remain on the Asian, Pacific and Middle East regions.

The provisional numbers of 2014 post-graduate students by country is as follows, and are subject to funding considerations:

Future student numbers are subject to the engagement priorities of the Defence White Paper, budget availability, and compliance of Tertiary Education Quality and Standards Agency’s frameworks and may change.The Commonwealth will advise the Contractor of student numbers as such information becomes available.

The DCSP is managed through the Defence Cooperation Liaison Office (DCLO), International Policy Division.It offers financial support to assist students successfully complete their academic studies, including study and living costs.The ADO also provides academic familiarisation training for DCSP participants through the Defence International Training Centre (DITC) at RAAF Williams located in Melbourne.The Contractor will assist in the screening of candidates, the processing of candidates’ university applications, the placement of candidates in Masters and other academic Post Graduate programs, and the provision of administrative support for these and other agreed study programs.

DCSP post-graduate candidates may attend any academic/teaching institutions throughout Australia.

In addition to DCSP, the professional service provider must be able to deliver in country administration for foreign candidates for the:

* Australian Defence Force Academy (ADFA) undergraduate program. Currently, 30 undergraduate positions are offered to Defence Cooperation Program nations each year.The undergraduate program is currently offered to Thailand, Philippines, Malaysia, Vietnam, Pakistan, Jordan, Cambodia, Papua New Guinea and Tonga.

* Australian Command and Staff Course (ACSC). Currently, 50 positions are offered to Defence Cooperation Program nations each year.The program is currently offered to Thailand, Philippines, Malaysia, Vietnam, Pakistan, Jordan, Cambodia, Papua New Guinea and Tonga.

* Capability Technology Management Program (CTMP). Currently, 4 positions are offered to Defence Cooperation Program nations each year.The program is currently offered to Thailand, Malaysia and Indonesia.

* Defence and Strategic Studies Course (DSSC).Currently, 23 positions are offered to Defence Cooperation Program nations each year.The program is currently offered to Thailand, Philippines, Malaysia, Vietnam, Pakistan, Jordan, Cambodia, Papua New Guinea, Tonga, India and Indonesia.

* DCP Seconded Officer Program.Currently, 23 positions are offered to Defence Cooperation Program nations each year.The program is currently offered to Thailand, Philippines, Malaysia, Vietnam, Pakistan, Papua New Guinea, Tonga and Indonesia.

* Any other programs as required by Defence.
