Description

The audit committee relies on the expertise and knowledge of its External Members to provide strategic advice and direction to support the achievement of the objectives of the committee.

In general, External Members of the audit committee are expected to:-understand, observe and comply with the legal requirements of the FMA Act 1997, Public Service Act 1999, Privacy Act 1988 and relevant legislation of the Commonwealth and of all applicable States, Territories and local authorities;-contribute the time needed to study and understand the audit papers provided; and-participate effectively in meetings, demonstrating good analytical skills, objectivity and judgement, express opinions frankly, ask relevant questions, and when appropriate, pursue independent lines of inquiry.The External Chair would be required to:-demonstrate extensive business experience within a senior opertional /financial/legal/IT management or similar audit committee role in the public sector, whether as a senior public servant or through experience with public sector agencies;

-provide independent oversight of the department's audit arrangements, including chairing committee meetings, liaising directly with Governance and Stakeholder Engagement Branch and providing assurance to the Secretary (and Executive Committee) on the audit program and activities of the committee;

-approve audit plans, consider audit reports and briefing papers,

prepare for and chair audit committee and financial statements sub-committee meetings, manage potential conflicts of interest with committee members, clear meeting minutes and prepare meeting reports to the Secretary and the Executive Committee; and

-develop and maintain an effective knowledge of the business, financial and audit processes of the department and related key management and governance issues.

The External Member would be required to:

-demonstrate extensive business experience within a senior operational/financial/legal/IT management or similar audit committee role in the public sector, whether as a senior public servant or through experience with public sector agencies;

-provide independent oversight of the department's audit arrangements, including chairing committee meetings, liaising directly with Governance and Stakeholder Engagement Branch and providing assurance to the Secretary (and Executive Committee) on the audit program and activities of the committee;

-consider audit reports and briefing papers, prepare for and actively participate in audit committee and financial statements sub-committee meetings; anddevelop and maintain an effective knowledge of the business, financial and audit processes of the department and related key management and governance issues.
