Description

Most existing and new urban development in Adelaide does not include adequate measures to ensure that stormwater quality and quantity are maintained at appropriate levels, or in the case of redevelopment, improved to appropriate standards. Development also does not in most cases ensure efficient use and reuse of water. The project will introduce (institutionalise) Water Sensitive Urban Design (WSUD) to all forms of urban development for the greater Adelaide region.

The project will:

  • provide a framework document to explain the legislative requirements, policy system and processes and will also provide recommendations for their improvement;
  • build the capacity of organisations and individuals to implement WSUD, by preparing specific technical guidelines and accompanying documents for South Australia. A training package / module will be developed and training (for all key components: ie the framework, technical guidelines and planning policy) will be undertaken, thus improving the application of WSUD 'on the ground' in new developments and in redevelopment in the greater Adelaide region.

A third element of the project will be the responsibility of Planning SA

  • prepare a BDP policy module. The module, through inclusion in Development Plans in the greater Adelaide region, will help ensure planning policies (used by local and state government for assessing applications for development) are improved so that they are consistent between local government areas and incorporate 'state of the art' provisions.

The contractor will be required to liaise closely with Planning SA in all aspects of the project. The BDP module although produced by Planning SA will need to be incorporated into project elements such as consultation and training which will be responsibilities of the contractor.
