Provision of Coordinating Project Engineers (CPE) Multiple Projects - OMTID

Background

In May 2020 the new Office of Major Transport Infrastructure Delivery (OMTID) was established to take over control and management of the construction of major road and METRONET rail projects, generally defined as those projects with a budget of more than $100 million.

The following projects were transitioned to OMTID for delivery:

• Thornlie-Cockburn Link (TCL) Project;
• Yanchep Rail Extension (YRE) Project;
• Morley-Ellenbrook Line (MEL) Project;
• Bayswater Station and Turnback Upgrade (BST) Project;
• Byford Rail Extension (BRE) Project; and,
• Inner Armadale Line Level Crossing Removal Program of Works (OST)

These projects are currently either in the Delivery phase or transitioning from planning into Delivery, pending final Project Definition phase approval and Cabinet endorsement.

Scope of services

The PTA OMTID Team requires the provision of Coordinating Project Engineers (CPE) services for up to seven (7) key areas to perform the function of the PTA’s accountable party for the coordination and integration of technical and engineering requirements.

As part of the function, the CPE will:

Be accountable for the implementation of the Engineering Management for Projects (EM4P) procedure on the project

Liaises directly with the Supplier’s Engineering Manager (SEM) throughout the project lifecycle to ensure the project requirements are met

Be accountable for the outputs from the discipline specific Project Engineers (PEs) when delegating discipline specific functions.

The PTA notes that Tenderers may submit a response nominating a single or multiple resources for consideration.

All nominated personnel will be considered separately to determine suitability for the role and if required the PTA may award multiple Contracts with one (1) or more resources.

Estimated Contract Commencement date is January 2021.

The proposed contract term is two (2) years with the option of two, one –year extension options
