The Department of Defence invites responses from suitably capable service delivery organisations to pre-qualify to provide Base Services. Base Services represents the range of activities currently delivered through the Comprehensive Maintenance Services, Garrison Support Services and Base Services contracts and includes activities such as reactive and scheduled maintenance, fixed plant and equipment maintenance, hospitality & catering, access control, cleaning, grounds maintenance and other estate capability support activities.
This Invitation to Register (ITR) will determine the eligibility of industry organisations seeking to take part in the Base Services Re-tendering Request for Tender (BSR RFT). The release of this ITR provides industry with an opportunity to register to participate in the RFT subject to satisfying eligibility criteria within the ITR.
The Department of Defence delivers Base Services throughout Australia to its properties, facilities and training areas in metropolitan, regional and remote locations. Base Services support Defence capability and the Defence Estate through the provision of services which are presented below in likely configuration for the purposes of future acquisition.
The services making up the Estate Maintenance and Operations Services Bundle comprise:
management, integration and co-ordination;
base services support centre;
estate upkeep;
cleaning;
grounds maintenance;
pest and vermin control;
range and training area management;
transport;
laundry and dry cleaning;
sports and recreation; and
reprographics.
Miscellaneous Services that may be 'packaged' individually:
access control;
waste management;
hospitality services, incorporating hospitality and catering, catering/cafeteria and accommodation management;
stores, incorporating stores management, and petrol, oils and lubricants;
airfield support;
aircraft refuelling;
airfield fire fighting;
structural fire fighting; and
general estate works (including program and project delivery management).
Participation in this ITR process is mandatory to establish eligibility for any organisation that wishes to participate in the RFT and all future procurement activities that Defence may undertake in relation to Base Services.
Organisations considering participation in future tender processes will need to have the capability to deliver services in an environment governed by a range of Australian Government procurement-connected policies including but not limited to the Fair Work Act, the National Code of Practice for the Construction Industry and Implementation Guidelines for the National Code of Practice for the Construction Industry, Energy Efficiency in Government Operations, National Waste Policy and Indigenous Opportunities Policy.
