This project seeks to generate targeted information on little penguins to support regulators and industry to undertake efficient and effective assessments under the EPBC Act.

The department has a requirement for the following goods or services to be provided:

1. Literature Review and Gap Analysis

Undertake a comprehensive literature review and gap analysis that synthesises current knowledge on little penguins and the potential impacts from offshore wind farms and associated port developments in Australia.

This should draw primarily on existing data sources, particularly where information is not publicly available or is dispersed across multiple sources, noting the collection of new data is unlikely to be feasible withing the available project timeframe.

2. Survey Guidelines and Data Standards

Develop best practice survey guidelines for little penguins to inform baseline surveys, environmental impact assessments and ongoing monitoring for offshore wind farms and port developments under the EPBC Act.

3. Regulatory Guidance

Prepare regulatory guidance for assessment officers and proponents, translating the findings and conclusions of the Literature Review and Gap Analysis into practical recommendations for evaluating impacts on little penguins from offshore wind farm and port developments and implementing good practice management measures in accordance with the EPBC Act.
