The Government wishes to afford the market the opportunity to compete for the provision of the generic (core) OTC collection services. Generic services are broadly defined as the provision of the collection of monies for acceptance of payments using invoice recognition technology and receipting services incorporating the provision of facilities accessible to Government agency invoice/notice payers.
