OATSIH`s aim is to improve the health status of Aboriginal and Torres Strait Islander peoples. It has developed a long-term strategic framework, based on partnerships with State and Territory health authorities and Indigenous community controlled health services. This framework includes developing and maintaining the infrastructure necessary to achieve comprehensive and effective health services. This is assisted through a focused capital works program extending to all States and Territories, with a large proportion of projects being in remote areas.
In recognition of the complex nature of the building and construction industry and the breadth of the program, OATSIH engages the services of a capital works program manager to assist in this task.
The successful tenderer for the role of Capital Works Program Manager will be required to provide technical and strategic support and advice to both OATSIH and to funded Indigenous Organisations in relation to individual construction projects allocated to the Program Manager. The role includes consultation, appointment and oversighting of project managers, arranging feasibility studies, reviewing designs and documentation, budget management, monitoring the performance of project management and construction, and reporting.
The objective is to ensure the cost effective delivery of health infrastructure throughout Australia, an appropriate allocation of risk, improved service delivery to Indigenous communities and their satisfaction with the quality of outcomes delivered.
Preference will be given to tenderers who have experience in working with Indigenous communities in remote areas and whose business structures will enable them to provide an effective service nationally.
OATSIH also expects that under proposed new arrangements, the work of the Program Manager will be complemented by a separate Value/Scope Manager. The Program Manager will continue to be responsible for the ongoing implementation of specific projects while the Value/Scope Manager will provide additional assistance to OATSIH in the broader planning and delivery of the program, including developing the scope of future work. The Program Manager will be required to work closely with the Value/Scope Manager.
Tenders for the role of Value/Scope Manager are expected to be called later in 2004. The successful tenderer for the role of Program Manager will not be eligible to bid for this role.
