Production, Distribution and Management of Paper Test Materials, Data Capture and Management of Marking Operations for NAPLAN

The Department of Education (the Department) is one of Western Australia’s (WA) largest public sector employer with approximately 45,000 staff, or one third of the Government workforce, over approximately 800 worksites.

The Department provides secretariat support to the School Curriculum and Standards Authority (SCSA) (the Customer).

The SCSA provides quality curriculum, assessment and standards to enable all Western Australian students to become confident, creative learners and active, informed citizens who contribute positively to society. It is responsible for the provision of all National Assessment Program – Literacy and Numeracy (NAPLAN) products and services in WA.

NAPLAN is the only standardised, population assessment in Australia from which jurisdictions can supply high-quality, evidence-based data and information about educational outcomes. The NAPLAN data provides a robust evidence base for initiating developments that will further improve the outcomes of education in Australian and Western Australian schools.

Through this Request, the SCSA is seeking the services of a qualified and experienced Contractor to:

1. Provide the delivery and marking of the required NAPLAN paper testing;
2. Provide marking services for non-writing paper tests and provision of an onscreen marking system for both paper and online writing tests;
3. Produce and provide all supporting documentation for all schools; and
4. Produce and provide parent reports for all students
