Conduct a survey to quantify the level, type and range of consumer and carer engagement within the private, public and NGO mental health and alcohol and drug sectors across Queensland to identify gaps and best practice, including:

  1. Identify best practice in consumer and carer participation where this is occurring, with specific emphasis on leadership and management level engagement within services;
  2. Document the barriers to the meaningful and full participation of consumers and carers in relation to participation and engagement in leadership and management mechanisms with mental health and AOD services; and
  3. Develop and implement a short survey tool that will quantify the type and level of roles allocated to consumers and carers in community and inpatient mental health and AOD services.
