Provision of a New Financial Management System and Integration Platform for the SA Government

The State is undertaking an transformational program to replace its core across government Financial Management System (“Masterpiece”) with a modern cloud-based solution and an associated Integration Platform as a Service (“iPaaS”). This represents an exciting opportunity for the selected Respondent(s) to partner with the State in supporting successful delivery of this Finance Reform Program.

This Invitation has been structured to allow Respondents to submit offers for the provision of:

• A cloud-based Financial Management System; or
• An iPaaS; or
• Both solutions.

As such, the State may select one Respondent for the entirety of its requirements or two separate Respondents, one for each solution.

The primary objectives of the Finance Reform Program include:

• Implement a fit for purpose contemporary financial management system and iPaaS on time and budget;
• Minimise operational impacts to State Agencies during implementation of the new systems;
• Establish a technical architecture aligned to the State’s Protective Security Management Framework;
• Adopt standard business processes and system configuration to minimise cost and reduce risk;
• Streamline and automate current financial processes to achieve efficiency improvements;
• Ensure the Financial Management System facilitates effective management of the State’s finances in accordance with legislative requirements, accounting standards and audit controls;
• Implement a support model which provides the State with ongoing access to new functionality and releases over time and simplifies future Machinery of government changes; and
• Maintain operational stability and performance of the Masterpiece environment until such time as it can be decommissioned.

The successful Respondent(s) will form a close partnership with the State in a long-term strategic relationship to deliver transformational change to current financial processes across a large part of the South Australian public sector. It also presents an opportunity to ‘showcase’ the broader capabilities of your proposed solution, which the State may choose to acquire from the successful Respondent(s) in the future.
