Description

The successful Tenderer (“Consultant”) will be required to undertake a staged evaluation package of the Graduated Licensing System (GLS) to assess:

(a) The effectiveness of changes to the GLS aimed at improving road safety outcomes for young and novice drivers, primarily ranging between 17 to 25 years of age (“Target Audience”) consistent with the above target outcomes. This includes evaluating and comparing changes in road trauma (deaths and serious injuries) of young and novice drivers’ pre and post GLS changes;

(b) The impact of the GLS changes on licensure for young and novice drivers, including their ability to gain and retain a licence; and

(c) Public acceptance and application of GLS changes, in particular the supporting educational material and the subsequent knowledge, attitudes and awareness of key road safety messages.
