Onkaparinga Local Area Plan - Metropolitan Growth Management Southern Pilot

The State Planning Commission (the Commission) and the City of Onkaparinga (council) are seeking Expressions of Interest (EOI) from interested parties to draft the Onkaparinga Local Area Plan – Metropolitan Growth Management - Southern Pilot.

The project will provide an outline of where, how and when we plan for different types of urban development to occur over the next 10 plus 10 year and what strategic infrastructure and services will be required to facilitate this development.

Development of the Pilot will be required in a format that can then be rolled out across the Greater Adelaide Region.

This request for EOI is the first step in a two stage procurement process. Interested parties should submit a brief EOI (no more than 4 pages) that outlines their suitability and capability to deliver the project. The Commission and council will use Stage 1 of the EOI process to shortlist Respondents who will be invited to participate in Stage 2 detailed tender. Only respondents to this EOI will be invited to participate in Stage 2.

The project has a budget of $100,000 including GST, divided into the following two stages:

• Stage 1 Background analysis, internal and agency consultation and draft Local Area Plan presentation ($70,000).
• Stage 2 Public consultation and finalisation of Local Area Plan for endorsement ($30,000).

It is anticipated that stage 1 would be completed by end of December 2019 and stage 2 by the end of the March 2020.

Respondents must be able to demonstrate ability to deliver the project on time and within budget and have professional indemnity insurance cover $5,000,000.00
