The works are described as follows:
The Scope of the design is to repair and upgrade the Wally Thompson (OAM) Club at Blamey Army Barracks, at Kapooka Military Area, to achieve compliance with the relevant Australian Standards and Defence standards.
The second part of the scope involves the undertaking of demotion activities on mothballed facilities and infrastructure at Kapooka Military Area, RAAF Base Wagga and Albury – Wodonga Military Area.
The scope of supply, services and Works to the Wally Thompson (OAM) Club shall include, but not limited to, addressing urgent non-compliance building issues as a priority, carrying out minor repairs, remove floor trip hazards, repaint, replace floor coverings, fitments, window furnishings, remove any remaining asbestos, replace bar equipment, replace ablutions, replace original gutters and down pipes and repaint painted surfaces.
The scope of demolition services and Works at Kapooka Military Area and RAAF Base Wagga shall include, but not limited to, remove and dispose of asbestos, PCB’s and synthetic mineral fibres, retain native trees remove non-native trees and vegetation remove and dispose of building structure, foundations, in ground services and all above structures, fences and paving, remove and dispose of footpaths and concrete drains around the building up to the road kerb or the public foot path, termination of services return ground to a natural state with even grade, place clean fill material with no stones where required, land to return to its original native condition, vegetate and stabilise disturbed areas, undertake ‘dial before you dig’ services locators and undertake electronic in-ground services to locate services within vicinity of proposed demolitions, all existing services associated with other buildings and infrastructure shall not be disturbed, make safe and disconnect existing utilities (Power, telephone, water, Gas) back to existing network point of connection, pay all fees and charges associated with the disconnection works as required by the supply authority and return all existing supply authority meters to the relevant supply authority if required.
The scope of the works at Albury- Wodonga Military Area include the provision for all soil removal to be supervised by a qualified contaminated land consultant provided by the contractor, removal and disposal offsite of contaminated soils surrounding the tanks, sampling and testing of surrounding soil, provide a site validation report to Defence upon completion of soil testing including results of soil testing and details of qualified contaminated land consultant who witnessed the tank removal, remove and dispose of the tanks and concrete surrounds in accordance with Defence guidelines and Australian standard 4976, retain the adjacent sheds, remove and dispose of asbestos, PCB’s and synthetic mineral fibres (refer hazardous materials report) if applicable, demolish concrete tanking structure, return ground to a natural state with even grade, place clean fill material with no stones where required, land to return to its original native condition and vegetate and stabilise disturbed areas, the provision for new emergency stop, relocation of communication RF antenna and feeder cable, repair of tank footings and crack in bunds, lifting of Tank 1 to match 3 other tanks, demolition and removal of radar tower footing, removal of existing platform and access stairs and provide a larger tank platform and access stairs, installation of additional emergency eyewash and shower stations and Horizontal Storage Tank review and inspection and maintenance.
