Provision of a Managed Service and associated Professional Services for HPE RM8 software

The Queensland Government is seeking Proposals for the provision of Application and Data Hosting and Support Services, Professional ICT Services for Implementation, and Legacy Systems Replacement Services.

The scope of this Invitation to Offer (ITO) will include:

1. Expand the use of HPE RM as a corporate eDRMS tool capable of meeting TMR's requirements;
2. Installation and configuration of eDRMS tool and ongoing support. TMR has a strong preference for a managed service offering combining application and data hosting and maintenance with Level 3 support;
3. Replace the Lotus Notes Doc Trak and Briefing Notes systems including process review and update and migrate content;
4. Replace the Lotus Note DMS system including process review and update and migrate content;
5. Integrate eDRMS into day to day activities and processes on a Division by Division basis. That is, work with TMR Divisions and Branch to review electronic and phyiscal document handling and review the update registration and handling process;
6. Analyse network drive contents (G: drive) and migrate selected contents to the HPE RM document store;
7. Replace other document or record management tools identified during branch discovery phases;
8. Continuous business change and communication activities directly integrated to the above scope; and
9. Migrate the exisitng Translink instance of HPE RM8.2 including process review and update and migrate content.

The scope of the ITO will not include:

1. Procurement of HPE RM licenses. TMR has separately procured sufficent RM core licenses to cover the first three years of the eDRMS project;
2. Addressing the current physical record storage either (1) held on TMR sites or (ii) held by third parties on behalf of TMR;
3. Forms automation; and
4. Any other work streams not specifically identified in the above In Scope list.

Key business objectives of this initiative for the Customer are to:

1. Provide implementation support for HPE RM;
2. Provide ongoing Level 3 support for RM;
3. Provide hosting and application maintenance for HPE RM and associated databases; and
4. Deliver solutions to replace legacy systems.

Important Information for Offerors:

1. There are three contracts on offer, one for reach of Sections 5, 6 and 7 of Part D of the ITO.
2. Offerors may submit separate offers for any of the three sections of the ITO and a combined monetary offer for all three.
3. A briefing for potential offerors who have downloaded the ITO documents will be held in Brisbane CBD on Tuesday 12 July 2016 from 1:30 pm to 3:30 pm .
