Description

In August 2012, the Government announced that it would develop a new station on the Mandurah Line. Aubin Grove Station is proposed to be located at the intersection of Russell/Gibbs Roads and the Kwinana Freeway south of Cockburn Central and will be a major multi-modal interchange providing facilities for pedestrian and cycle access, local bus service interchanges, kiss and ride and park and ride passengers.

It will be the largest park & ride capacity station on the Metropolitan passenger network with 2,000 park & ride bays spread over four parking areas. A significant proportion of this capacity will be located on land under a Western Power 330kV power transmission line. The station will have two footbridges connecting entry points from both the east and the west sides of the Kwinana Freeway to a concourse level over the railway in the middle of the Freeway.

A key aspect of this project is the requirement to ensure both rail passenger services and the Freeway remain operational during the construction stage. To this end, the PTA intends to engage an ECI D&C Contractor to work alongside the Lead Design Consultant in order to address the risks associated with carrying out works within electrified operating rail and operating Freeway reserves,

In order to progress this project, the PTA seeks the services of a Consultant Architect to act as the Lead Design Consultant (the Consultant) for the design of the new station and associated works.This RFT provides the details of the services required, the design brief for the project, and includes a flexible commercial framework that will enable the PTA to finalise its construction procurement deliberations while progressing the design procurement.

The consultant shall work with an ECI contract for the provision of the services through a two stage process. The commercial framework includes a provision for novation of the Consultant to a contractor at completion of Stage 1.This provision is in effect an option included to provide the PTA with the flexibility to novate the Consultant in the event that a design and construct form of procurement is adopted, and novation of the design team for the preparation of the construction documentation is considered the most suitable approach. Annexure 1 sets the organisational structure and the working environment which the consultant shall operate in. Annexure 2 sets how the consultant is expected to deliver the services in collaboration with the ECI Contractor.

PTA has recently completed Butler Station Project and will be using this as the basis for ascertaining the design specifications of Aubin Grove Station. The Butler Station drawings can be viewed in the Data Room.
