Background
Parks Victoria have an ongoing, adhoc need for technical assessments of various assets within various locations across the state.
Scope of Services
The scope of Services that are the responsibility of the Supplier consist of providing technical assessment services.
Parks Victoria is seeking to establish a panel of strategic partners who can assist the delivery of unscheduled asset inspection and provide services that support effective planning and funding requests/allocation. These unscheduled inspections and planning requirements may arise through normal or accelerated deterioration of assets or may be a requirement following damage events such as fire, storm, flood, vandalism etc.
The scope of services to be performed under the panel agreement is as follows;
- Asset Condition Assessments
- Undertake detailed assessments (Level 2 and/or Level 3) of various asset types:
- Determine that the asset is meeting functional, safety and/or compliance obligations
- Provide a rating of the condition of the structure in accordance with PV requirements
- Forecast changes in condition and residual service life
- Identify and prioritise maintenance/reconstruction needs including timeframe
- Recommend future inspection, maintenance and monitoring activities
- Provide detailed cost estimates for future inspection maintenance and renewal recommendations.
- Undertake detailed assessments (Level 2 and/or Level 3) of various asset types:
All assessments are to be conducted in accordance with all relevant and current Legislative or Australian Standard requirements.
- Early Phase Planning Activities
- Problem Identification/Clarification (if not already provided above through condition assessment)
- Needs Analysis (Incorporating future demand/service requirements)
- Options development and assessments incorporating cost/value criteria
- Concept Development of recommended option/s
- Requirements Engineering
- Asset Requirements - Physical or functional design requirements
- System Requirements – System or environmental requirements
- Detailed Cost Estimates based on refined concepts and design requirements
Engagements may also include other specialist engineering or scientific aspects.
The following asset types should be considered as part of the scope of these services;
- Road infrastructure predominantly bridges and culverts
- Elevated walkways, tower(s), platforms (viewing) and stairs as part of pedestrian path and/ trial
- Building and/ other building related structures (e.g. depot, shelter, visitor centres, shops, toilet blocks etc.)
- Historic or heritage listed assets
- Underground attractions such as caves and mines
- Recreational assets such as playgrounds
- Electrical assets such as switchboards, power poles and lines
- Gas storage and gas appliances
- Mechanical assets such as lifting devices and air handling devices
- Stormwater, Water supply and Wastewater treatment assets (eg. Tanks, pipes, pumps etc)
It should be noted that the asset base and the Significant Built Assets are dominated by road, elevated walkways and building infrastructure but at times other assets as listed above also are required to be assessed.
Deliverables:
Key deliverables for Asset Condition Assessments and Early Phase Planning activities will be outlined in each Supply Order but will include the delivery of reports detailing the assessments conducted and outcomes of each assessment.

The Principal intends, at its discretion, to engage suppliers to provide Technical Assessment services by utilising a panel of consultants, each of whom will have entered into a Deed of Standing Offer Arrangement (Contract) to supply those services. Under the Contract the Principal may issue one or more Supply Orders for the carrying out of Technical Assessment services under the Contract.
