Description
- Background
In December 2021, the Public Transport Authority (PTA), approved the Project Development Plan to replace five (5) lifts within the Perth Transport Centre Building (PTC). These assets have been approved for replacement based on their condition, age, and risk profile. At present the assets are life expired and components are now obsolete with limited spares available.
The replacement of the vertical transport assets will provide:
- Increased reliability, reducing disruption to patrons.
- Future proofs building.
- Assets designed with high safety specification.
- Introduces current technology for increased efficiency; and,
- Savings on corrective maintenance.
Principal’s Project Requirements
Design, Supply and Install four (4) passenger and one (1) service lifts.
- Project to comply with Engineering Management for Projects varied in line with the Deliverables Matrix.
- Project to comply with Project Requirements Specification.
- Subject to a Building Permit, Demolition Permit, Occupancy Permit and Plant Registration.
- Lifts are to be completed sequentially, no more than one passenger lift to be taken out of service at any time. (Other options will be considered if advised by the contractor and agreed with building management)
- Site investigation to confirm existing noncompliance of interfacing infrastructure and works required to comply with PTA and NCC requirements.
- Removal and disposal of existing lift cars and redundant supplementary equipment.
- Design to IFC incorporating construction methodology including Structural, Mechanical, Comms, OT, LV, Fire Safety, Fire Detection, Fire Protection, and Vertical Transport as required. As mentioned above, a provisional sum shall be allowed in the contract for mechanical design, supply and install.
- Construction, testing and commissioning of all lifts in line with the Project Requirements Specification and Contractual Requirements.
- Separable Portions
This Request is a Design and Construct (AS4902) contract and will be awarded as eight (8) separable portions:
- (SP1) Design Phase;
- (SP2) Supply and Install Lift One;
- (SP3) Supply and Install Lift Two;
- (SP4) Supply and Install Lift Three;
- (SP5) Supply and Install Lift Four;
- (SP6) Supply and Install Lift Five (Service Lift);
- (SP7) Interim DLP and Maintenance from PC of first SP;
- (SP8) DLP and Maintenance – 12 months from PC of final lift SP; and
- (SP9) Provision of as-constructed drawings.
