Description
There is an established and continuing need for the provision of Over the Counter (Billpay), Telephone & Internet (Bpay) and Credit Card payment services to enable clients to pay their tax liabilities. Tenders are invited from suitably qualified service providers capable of providing bill payment services to an organisation as large, complex and dynamic as the Tax Office.
Tenderers are expected to have extensive experience in the management and delivery of bill payment services on behalf of large public and/or private sector organisations and will have the option of tendering for all or any of the three (3) services. A Contractor may be appointed to deliver one (1) or more service streams taking into account cost, business and commercial considerations, technical outcomes and risk to determine the best Value for Money outcome for the Tax Office.
Contract terms for the individual services will take into account the ongoing requirement for the payment channel, the maturity of the service in the marketplace including the available technological improvements, and the longevity of the ATO’s usage of the service.The services being sought must make provision to: oAccept payments made by taxpayers via the respective payment channel and issue an acknowledgement to the payer that the transaction has been successfuloEnsure that the full value of payments received is transferred to the ATO’s Nominated Official Account on a same day basis.oProvide a daily data file of transactions processed on behalf of the ATOoProvide reconciliation between the transactions accepted on behalf of the ATO, the Data File transferred to the ATO and the Funds banked into the ATO’s Nominated Official Account.oProvide transactional and settlement reports on a daily basis.oProvide assistance to ATO staff in resolving payment enquiries.oProvide ATO staff with a level of training to ensure they become familiar with all aspects of the Service.oProvide performance reporting as and when required by the Tax Office.TenderHub gathers information continuously from a variety of sources.
