The research aimed to answer the effect over time of price variation on household expenditure behaviour on goods and services in Tasmania, the evidence that financial hardship influences this behaviour, and the geographic distribution of low income households most affected. To achieve this, the Consultant analysed and reported on Tasmanian household expenditure variation over time, including the influence of variations in price, gross and disposable income, wealth and housing tenure. Influences were measured through evidence of financial hardship using elasticities and possible substitutions. The distribution of the populations of households most influenced were estimated by local government area.
