Provision of services to develop a quality framework for the Healthy Workers initiative.

The Australian Government Department of Health and Ageing (the Department) is seeking to engage a suitably qualified and capable organisation or consortium with appropriate expertise to develop a quality framework for workplace health programs, providers and workplaces under the Healthy Workers initiative, using the Quality Framework developed for the Healthy Communities Initiative as a basis for further consultation.

Specifically, to develop a quality framework for providers, programs and employers operating in the workplace health promotion space, including a system for registration and assessment, the contractor is required to:

• develop a consultation document of a quality framework, supporting guidance and requirements for a registration / assessment system for the Healthy Workers Initiative, using the Healthy Communities Quality Framework as a base and focusing on aspects requiring augmentation and/or development in its application to workplaces;

• develop a consultation, communication and piloting strategy with key stakeholders, including representatives from a range of employer groups, peak employer and worker representatives, providers, program developers, state and territory governments and stakeholders from the Healthy Communities initiative;

• undertake a public consultation, incorporating stakeholder views into the penultimate quality framework and any supporting guidance material for final consideration by the Department; and

• undertake limited pilot testing of the quality framework with a range of employers and providers, incorporating key learnings back into the final version of the quality framework for implementation by the Department.
