This RFQ is an offer inviting a selected Market Stimulus Panel (SR3515976461 Head Agreement) member accredited in the HEER Method - Activity Definitions D16 of the ESS Rule to establish a forward contract for the supply of Energy Savings Certificates (ESCs) to the Department. The Department is only purchasing ESCs that have been created by the awarded tenderer for activities delivered under the HEER Method - Activity Definition D16 in average and cold climate zones.
