Property Management Services for the Indian Ocean Territories Property Portfolio Owned by the Commonwealth of Australia

The Western Australian Department of Finance (Finance) on behalf of the Commonwealth of Australia (the Commonwealth) is responsible for managing a portfolio of buildings and land in the Indian Ocean Territories (IOT) comprised of Christmas Island and the Cocos (Keeling) Islands. The IOT are located off Western Australia, approximately 2700 km northwest of Perth. The property portfolio includes: small parcels of land, office space, medical facilities, schools, commercial premises, and industrial facilities; totalling an approximate area of 120,000 sqm.

To facilitate the management and maintenance of the IOT property portfolio a Service Delivery Arrangement (SDA) exists between the Commonwealth and Finance for the delivery of a range of services to the IOT. The provision of services by Finance, under the SDA with the Commonwealth, is achieved through establishing contracting arrangements with a commercial property manager.

The Requesting Agency requires a suitably experienced and capable provider to perform the following "Services", as defined in the Property Management Agreement (PMA), for the Requesting Agency's property portfolio. The Services include:

• strategic asset management
• building and facilities management
• building occupation and use management
• financial accounting and reporting
• other associated services.
