Description

    1. Background

The Facilities and Infrastructure (F&I) Branch of the Network and Infrastructure (N&I) Division at the Public Transport Authority (PTA) provide engineering support for maintenance and operations within the PTA. The primary objective is to provide technical expertise, in an efficient manner, on any engineering issues raised by the maintenance operations and engineering teams within the Branch or other areas of the business.

    1. Scope of Services

The PTA is seeking to establish a Facilities and Engineering Support Services Panel to provide consultancy advice and technical support on the engineering issues identified by the F&I Branch. Each issue identified by the PTA will require a level of triage, stakeholder involvement and site investigations or further analysis and definition. Communication will be required with key stakeholders, including but not limited to the:

  • Principal Engineer;
  • Maintenance Manager;
  • Facilities Coordinators;
  • Station Maintenance Officers; and
  • Principal Civil Engineer.

Stakeholder communication is required, as necessary, to further develop and define the issues and management of the scope for the provision of technical engineering advice, site inspections, investigations, technical reviews, options appraisals, risk assessments and reports which align with the needs of PTA, its core values and industry best practice.

The location and nature of works include all stations and building infrastructure assets managed by the PTA, as outlined in Schedule 1 to the Annexure – Consultant’s Brief of Book 3 RFT Proposed Consultancy Services Contract.

The structure of the Panel will include six (6) engineering disciplines:

  1. Mechanical Services;
  2. Hydraulic Services;
  3. Fire Protection Services (Wet and Dry);
  4. Fire Safety Engineering;
  5. Electrical Services, and
  6. Civil and Structural Engineering Services

The PTA is seeking to establish a Panel Contract (Panel) for Facilities Engineering Support Services with up to a maximum of twelve (12) contractors to be selected for the Panel. The initial contract period will be for one (1) year. The PTA will have four options to extend the contract for an additional period of one (1) year, to a maximum contract term of five (5) years.
