The WPCA (‘the Authority’) has a priority mandate to accelerate development within Bradfield City Centre and critical to this activity is the preparation of Voluntary Planning Agreements (VPA) and Works in Kinds (WIK) agreements with key government agencies including DPE, Liverpool City Council, and Sydney Water. The VPAs will be the primary mechanism that the Authority will rely on to build critical infrastructure such as roads, utilities, and public spaces while ensuring that future maintenance of these assets are factored in and assigned to the appropriate asset owner and maintainer without the Authority incurring infrastructure contribution levies as is normally the case with significant development projects. The engagement of professional services will be required to progress this important piece of work in support of the Master Plan as there are no suitable internal resources within the Authority to undertake this work in terms of qualifications or experience.
