Supply of Menstrual Products to Public Schools with Secondary Students in Western Australia

This Request is for the supply, delivery and (optional) distribution of Menstrual Products and Dispensers for all Western Australian public schools with secondary students.

Menstrual Products are products used to catch menstrual flow, such as pads and tampons. The scope of Menstrual Products will include but is not limited to the following Menstrual Product types:

• Disposable pads;
• Tampons; and
• Disposable liners.

Respondents must also offer Dispensers for the storage and access of Menstrual Products at Western Australian public schools with secondary students.

Dispenser Types will include the following:

• Dispensers with the ability to dispense boxes containing multiple tampons and single pads; and
• Dispenser with the ability to dispense single tampons and single pads.

The Request provides the opportunity for Respondents to submit an Offer for one or more of the following service options:

(a) Regional Schools – Distribution Only Model.

(b) Metro Schools – Full-Service Model based on a fixed minimum number of Dispensers.

(c) Metro Schools – Full-Service Model based on the number of Dispensers and replenishment cycle proposed by the Respondent to deliver value for money.

(d) Metro Schools – Distribution Only model.

Respondents MUST submit an Offer for either or both of the following:

(a) Regional Schools – Distribution Only Model, and / or

(b) Metro Schools – Full Service Model based on a fixed minimum number of Dispensers.

The Department, as part of the tender evaluation process, will consider the most effective delivery option for the Metro and Regional Schools in determining a value for money outcome for the State.

The Department will establish a Panel Arrangement. The Head Agreement established as a result of this Request may be awarded in any of the following ways:

• a single supplier or Panel for Metro Schools for all Products;
• a single supplier for individual Products; and/or
• a Panel of suppliers for any or all Regional Schools.

The resultant Head Agreement will constitute a standing offer, whereby the Customer can place Orders on an ‘as required’ basis during the Term.
