Bunbury Faster Rail Engineering and Land Use Planning Consultant

The Public Transport Authority of Western Australia (PTA) requires the services of an Engineering and Land Use Planning (ELUP) Consultant (“the Consultant”) to support the development of the Strategic Business Case including development of infrastructure options and feasibility designs for selected options for the Bunbury Faster Rail proposal (“the Project”).

The Bunbury metropolitan area is Western Australia’s second-largest population centre outside of the Perth metropolitan area. The Project is investigating transport connectivity improvements between the two centres, including the development of a potential future faster rail service.

The Consultant will work collaboratively with the PTA Project team and other consultants in providing engineering, environmental and land use planning support to develop the Strategic Business Case. The Strategic Business Case will be initially reviewed and evaluated by Infrastructure Western Australia (IWA) and the Department of Treasury WA before being submitted to Infrastructure Australia (IA) for formal evaluation.

The Strategic Business Case will comprise two (2) distinct components that will be guided by the Strategic Asset Management Framework (SAMF) and the Infrastructure Australia Assessment Framework (IAAF):

• Stage 1 Submission; problem/opportunity definition, analysis and quantification.
• Stage 2 Submission; options assessment and analysis utilising a variety of tools and methodologies to test the viability and comparative merit of each of the identified options.

The Consultant is also required to deliver a long-term corridor strategy document for the PTA which summarises elements of the Strategic Business Case for sharing with key stakeholders and communities.
