Description
This includes the provision of Management, Supervision, Labour and Plant and Equipment. The types of works that would be undertaken would include
- Establishment and provision of temporary offices and welfare facilities for works
- Protection of existing site services
- Temporary access road point construction from existing roads;
- Site preparation including clear and grub works and top soil stripping
- Erection and management of sediment and erosion control measures
- Temporary site fencing
- Establishment of borrow pit(s) including: top soil and overburden removal
- Temporary access track construction
- Bulk earthworks to form camp and laydown pads
- Culvert and drainage installation
- Turkey nest / dam construction
- Temporary car pack construction
- Concrete hardstands for workshops and laydown facilities
- Operation of borrow pit(s) to win material for bulk earthworks
- Bulk earthworks for substation(s) including haulage, placement and compaction of material
- Underground and Infrastructure services including site drainage works.
Equipment should all be fitted with GPS Tracking and Operator Fatigue Management systems.
Equipment should be to Industry safety and maintenance standards.
Operators should possess all necessary VOC and National Certifications of safe plant operation.
About the Project Contractor
SecureEnergy (a venture of Elecnor Australia) was awarded the engineering, construction and procurement (EPC) contract for a new 700km 330kv transmission line extending from Wagga Wagga NSW to the South Australian border of Transgrid's EnergyConnect project in June 2021. Construction on this project started in 2022 and is anticipated to be completed within the next 12 months.
Throughout the delivery phase, Elecnor has been committed to providing economic benefit to the local and Indigenous communities along the project route. As of May 2025, almost $240 million has been spent procuring good and services from businesses and suppliers based in the local government areas, and almost $18 m has been spent with First Nations groups and businesses.
Elecnor Australia aims to maximise procurement of local suppliers, where possible, prioritised by three levels of business location:

Regional Development Australia - Riverina
Regional Development Australia - Murray
Mildura Regional Development
Local Aboriginal Land Councils Areas including Language Group areas intersected by the Project route
Level 2
