Contingent Workforce Managed Service Provider - DOE04411/23

The Department uses contingent labour (contractors) in line with the Public Service Commission’s Contingent Workforce Management Guidelines as part of its workforce strategy to provide the required capabilities to deliver on its objectives. • working closely with business areas in the department to understand operational strategy and the external workforce required, and leverages relationships with more than 300+ prequalified suppliers on Scheme 0007 to identify suitable talent to meet these requirements. • advising business areas on the process for engaging contingent workers and the availability of the skills set required in the market. • working with suppliers in a vendor neutral capacity to source candidates for consideration; negotiate rates and contract terms, oversee the final selection including required probity checks directly with the supplier; and on-boarding the contingent worker to the Vendor Management System (Beeline). • supporting business areas throughout the engagement (including reviewing timesheets and facilitating weekly payments). • ensuring audit and compliance to the 0007 scheme and supporting the department by providing detailed reporting and analytics giving insights into costs, utilisation, performance, and other relevant metrics. In line with the strategic objectives of this contract, MSPs must comply with the below at no additional cost: • use the VMS nominated by the principal. • use of only prequalified suppliers under the scheme • cooperation with the CMOs nominated by the principal. • vendor neutrality.
