Contract No. 23C201, Leadership Skills Development Program

The Department for Infrastructure and Transport (the Department) is seeking to engage a training provider(s) for the Leadership Skills Development Program.

The categories of leadership development that the Department requires are:

• Category One: Current Leaders; and
• Category Two: Emerging Leaders.

The general requirements of training providers, their organisational structures and insurances tend to be similar irrespective of the specific type of training. Therefore, this procurement will allow for synergies, value and efficiency in conducting a combined procurement process and approach to market. Accordingly, the Department is running this open procurement approach to the market for the two categories described above.

Providers can tender for one or both categories and will be selected based on the capability development aligned to the capability framework on an individual basis.

The overall objectives include, but are not limited to the delivery of an in-house leadership program to:

• Develop and strengthen Department leadership capability.
• Address limitations in external program availability and places offered (particularly for those programs offered through (South Australian Leadship Acedemy (SALA)).
• Allow for customisation of training material, Department internal networking and collaboration.

Please note that the first course for Emerging Leaders resulting from the RFQ will be during the first quarter of 2026.
