Bushfire Risk Management System Software Licensing, Hosting, Maintenance & Support

The Department of Fire and Emergency Services is seeking to procure a cloud-based (software as a service) Bushfire Risk Management System (BRMS). The BRMS is important to DFES as it supports the mapping and assessment of bushfire risks, supporting the delivery of the Bushfire Risk Management (BRM) Program to local government and State agency stakeholders. The BRMS assists in the development and implementation of local government Bushfire Risk Management Plans (BRM Plans) and mitigation programs, in accordance with Western Australian guidelines and processes. BRMS also supports statewide reporting of bushfire risk and is the sole platform used by local governments to submit grant applications for funding under the Mitigation Activity Fund Grants Program (MAFGP). The current BRMS is a custom product that aligns specifically to the risk assessment methodology applied within Western Australia. This methodology is set out in the Guidelines for Preparing a Bushfire Risk Management (BRM) Plan. BRM Plans developed by local governments must align with the processes established in these Guidelines or they will not be endorsed by the Office of Bushfire Risk Management. DFES requires ongoing software licensing, hosting, maintenance and support to support the continued development and execution of Bushfire Risk Management Plans in participating local governments and to allow expansion of the program to additional local governments identified as having a substantial bushfire risk.
