Aurizon Network's Baseline Capacity Assessment Report

The Queensland Competition Authority (QCA) is seeking to appoint a suitably qualified and experienced consultant to provide expert advice on Aurizon Network's submitted Baseline Capacity Assessment.

Aurizon Network Pty Ltd (Aurizon Network) operates the below-rail network that serves coal mines in central Queensland. It is of critical importance to access seekers to know whether Aurizon Network can meet its contractual obligations, and whether train paths on existing infrastructure are used efficiently. Not only do these factors affect access holders' volumes and operational flexibility, but they also lead to a better understanding of infrastructure expansion requirements, and greater transparency.

Your proposal should address all of the relevant requirements detailed in the attached Terms of Reference document.
