Description
Under the Rail Revitalisation Program (RRP) project, N&I Communications branch is taking the opportunity during the Public Transport Authority (PTA) Armadale line closure to perform upgrade works to some of its communications systems. This work involves the installation, testing and commissioning of two types of single mode fibre cables: Underground fibre cablesAll-dielectric self-supporting (ADSS) fibre cables PTA will be free issuing the fibre cables required to the Fibre Installer. Other fibre related equipment shall be supplied by the Fibre Installer as part of the requirements of this RFQ. As these works are performed within the Armadale line shut down area which is under the authority of the Armadale Line Control Authority (ALCA) and RRP, anyone accessing and working in the area will need to undertake: ALTC Online Induction (induction will be pushed to the personnel?s RIW account) Pre-requisite for this induction: Valid RIW card and PTA Supervised Worker (SW) accreditation RRP John Holland induction (induction information will be provided to the personnel via email) In addition, the Contractor shall be required to produce a Rail Safety Management Plan and other safety documentation required to perform the works outlined in this document. The Contractor shall provide their own protection officer(s) (known as Workgroup Supervisor for the ALCA area) for their personnel. The Contractor will need to nominate their personnel who will undergo the Workgroup Supervisor training for the PTA representative to arrange the training. Scope for Underground Fibre Cable The span of locations of this underground fibre cables installation is between Albany Highway Level Crossing and Kelmscott train station. The main aim of this underground fibre cable installation is to allow the Signals RTU devices (at Signals RTU location cases and Gosnells Relay Room) to be migrated from the existing Comms copper cabling to the new fibre cables. These existing Comms copper cabling is way past its usable life and are susceptible to the EMI from any HV cabling in its proximities. Prior to the installation of the fibre cables at each of the Signals RTU location cases, the local comms cable route will need to be installed by the PTA Signals installation team. A number of 12 core underground fibre cables are required to be installed, terminated, tested and commissioned in Signals RTU location cases and Gosnells Relay room. Below is the list of sites that will be involved in this RTU fibre cable installation: Signals Location Case A175Signals Location Case A189Gosnells Relay RoomSignals Location Case A221Signals Location Case A228Signals Location Case A235Signals Location Case A243Communications Location Case AC247 Scope for ADSS Fibre Cables The span of locations for the ADSS fibre cables installation is between new Kenwick Standalone Equipment Room (SER) and Sherwood train station. The main aim of this ADSS fibre cable is to provide PTA Communications branch with a fibre cable system that has a redundant path from the existing PTA Communications main cable route. The PTA Communications main cable route is an underground cable route (or pit and pipe) system and runs on the UP Main side of the rail reserve between new Kenwick SER and Sherwood train station. As ADSS fibre cable installation is required to be on redundant path from the PTA underground cable route system, all ADSS fibre cable installation outlined in this document will be on the DOWN Main side of the rail reserve between new Kenwick SER and Sherwood train station. ADSS fibre cable installation in the PTA is utilising the PTA Overhead Line Equipment (OLE) system. The ADSS cable is later terminated in an ADSS location case (at normal ground level) located close to the OLE mast (which the ADSS cable is running down from towards the ground). Inside the ADSS location case, there is a splice enclosure that will terminate all the cores on the ADSS cable. There will be a number of cores that will need to be spliced into the nearest equipment room, and the rest of the cores will be spliced through to the next ADSS location case.
