Description

The National Clinical Quality Registry Program (National CQR Program) aims to improve the quality of health care and ensure better health outcomes for Australian patients. As part of this Program, the Department is leading a range of key priority activities under the National Clinical Quality Registry and Virtual Strategy 2020-2030 (the Strategy).

Increasing engagement with Aboriginal Community Controlled Health Organisations to support Aboriginal and Torres Strait Islander people to manage, protect and control their own data, forms a key part of the Strategy Pillar 1 (Priority 3). It is also in alignment with the policies and strategies (particularly Priority Reform Four of the National Agreement on Closing the Gap-Shared Access to Data and Information at a Regional Level).

The Department is seeking to develop a best practice guide on how to embed Indigenous Data Sovereignty and Data Governance principles and protocols in national CQRs and then pilot this approach with selected registries.

The purpose of the Guide is to support national CQRs to:

  • Design data governance policies and procedures in partnership with Aboriginal Community Controlled Health Organisations, and Aboriginal and Torres Strait Islander leaders, communities, and peoples.
  • Increase collection, monitoring and reporting of Aboriginal and Torres Strait Islander indicators and outcomes.
  • Ensure that this work is undertaken in an appropriate manner and follows the principles of existing national statements and guidelines for conducting research with, for and by Aboriginal and Torres Strait Islander people.

The Department recognises the critical role of Aboriginal and Torres Strait Islander leadership and national CQR expertise in creating this Guide. Proponents may therefore form a consortium with, or sub-contract, Aboriginal and Torres Strait Islander providers/organisations and/or CQR experts or other organisations, to provide the required Services.
